Richard D. Kahlenberg's "One Pasadena" is a report commissioned by the nonprofit Pasadena Educational Foundation, which supports educational programs in the Pasadena Unified School District. Research suggests that low-income students can learn at high levels if given the right environment. But in Pasadena-area schools, low-income and minority students are not reaching their full potential because they are educated in separate schools, outside the mainstream.
