The creation of the Department of Homeland Security on March 1, 2003, was the
most significant reorganization of the federal government in more than fifty years
in terms of sheer numbers. It brought together twenty-two federal agencies and
more than 170,000 employees. The scale and complexity of the job make it the most
challenging reorganization ever attempted in America.
The Department of Homeland Security’s First Year reviews the DHS at the
first anniversary of its creation, evaluating its performance in four key areas:
aviation security; intelligence gathering, analysis, and sharing; immigration
services and enforcement; and improving state and local terrorism prevention and
response. The volume includes an overview by Donald F. Kettl which grades the
DHS in report card form as well as background papers by experts Gregory Treverton,
E. Marla Felcher, T. Alexander Aleinikoff, and Anne M. Khademian, which offer
more extensive assessments of the department’s four major functions.
