With the kick-off of the Paris climate change negotiations this week, much attention is being paid to how India will impact the chances of reaching a final agreement. The world’s third-largest greenhouse gas emitter also has over three hundred million people living without access to electricity. This tension between economic development and environmental responsibility has been at the heart of India’s approach to multilateral negotiations.
